AGENDA

1) Apologies

2) Declarations of interest

3) To confirm the Minutes of the meetings held on 8 and 21 May, and 1 July, as a correct record

4) Matters arising

a) Queen’s Golden Jubilee (Minute 764). Proposals for entrance signs to village, and planting tree at Hatch Green

b) Footpaths in Hatch Beauchamp (Minute 767). Condition of footpath from school to village hall, and response to request for volunteers.

c) Proposals for village notice board (Minute 768)

d) Waste bin outside the former post office (minute 774). Response from TDBC.

e) Clarification of listing of Grey Lodge (minute 778)

f) Heating vent outlet at The Stables, Station Rd (minute 778)

 

 

5) Resignation. Mr R Knight has tendered his resignation. TDBC have advertised the vacancy, and no requisition has been made for an election. The Council will now need to consider co-option, and whether to give notice inviting interest, or move directly to co-opting someone who has previously expressed interest

6) Vandalism at the premises of Sterling Services in Station Rd. A letter has been received from the Company asking the Council to discus this problem given the inherent dangers to children that exist on the site. WPC Butt will also be present.

7) "Pledge to Kill Your Speed" Campaign. The council is being asked by SCC to sign up to this campaign. A short video is available for members to see.

8) Hatch Inn. Concerns have again been raised about noise from vehicles leaving these premises

9) Report of the Planning Committee of 18 June 2002

10) Draft School Reorganisation Plan. SCC have written inviting comments on this plan by the end of July.

11) Parish Support for Somerset’s Waste Action Programme. SCC want to raise awareness about this plan, and are seeking the Council’s co-operation.

12) SWARMMS Report. This has now been published and a summary circulated to Members with the circulation sheet of 5 June. The A303/A30 Dualling Action Group have written to ask the Council to support the dualling of the A303/A30, which is not proposed in the report.

13) Local Investigation and Determination of Misconduct Allegations. The DTLR have issued a consultation paper and are seeking the views of local authorities.

14) Request for Grant. The Winged Fellowship Trust have written to ask the Council to make a grant towards this charity, which provides breaks for disabled people.

15) SALC West Area Committee. Vacancy and report on meeting of 13 June.

16) Audit of Accounts.

a) The Council’s new external auditor (Moore Stephens) has written to confirm that 19 August 2002 has been appointed as the date for electors to question the accounts for the year ended 31 March 2002. The Clerk has arranged publication of the relevant notices.

b) Under the new arrangements the Council has to agree a Statement of Accounts in a revised form, and give a new Statement of Assurance which must be certified by the Chairman. A completed copy will be available for inspection and approval at the meeting.

c) The Council is also obliged to modify its internal audit arrangements and have an auditor independent of the Council. Nominations for this appointment will be needed for the meeting.

d) It is desirable that the Council has a series of Financial Regulations to demonstrate that it has an adequate system of internal control, and a list of suggested regulations is attached for members to consider.

a) Annual Report of Avon and Somerset Police (circulated with circulation sheet of 24 June)

b) Countryside publications – Vital Village Update and Section 17 Crime and Disorder Act 1998 (circulated as above)

c) Letter from Standards Board giving general guidance and video ( copies of the guidance will be given to members at the meeting)

d) Letter from Audit Commission confirming appointment of Auditor and including new Statement of Responsibilities of Councils and their Auditors

e) Copy of Village Survey undertaken by Primary School

f) Notice of Application to Transfer licence of Hatch Inn

g) Conference on Domestic Violence organised by Avon & Somerset Police

h) Confirmation that work on the 30mph speed limit extensions in the village should start in August, and will include Palmers Green

i) Request for views on Somerset County Draft Corporate Plan (views have to be submitted by 30 September, and so a copy will be circulated with the circulation sheet and an item placed on the agenda for the next meeting)

j) Shaping the future of Taunton – the Clerk has been invited to a workshop to be held on 15 July.
