HATCH BEAUCHAMP PARISH COUNCIL

Minutes of an extraordinary meeting of the Hatch Beauchamp Parish Council held in the Village Hall on Tuesday 21 May 2002 at 7.30pm.

Present:- Mr Hounsell (Chairman); M/s Hooper, Mrs Kingston; Messrs Fowler, Holt, Knight, Lintern, and Townson.

780 Declarations of Interest

Mr Townson declared an interest in Minute No 781 (Development at Belmont Farm) and was not present whilst this item was being discussed.

781 Development at Belmont Farm (Planning Application No 19/2001/023/Tel)

The Council gave further consideration to this application for a new radio communications base station for use by the emergency services in the light of a further letter from TDBC giving details of information provided by the applicant clarifying coverage requirements together with an assessment of the use of an alternative site near Sparks Farm. A letter from Major Hill of Crimson Hill Farm reiterating his objections to the proposal was also before the Council

RESOLVED: - That 1) given the sensitive nature of the ridge on which the mast would be located the Council reiterate its previous objection to this development (Minute 706/5 Dec refers)

2) TDBC be advised that it is understood that the applicant may be proposing to site a model in the proposed location so that its impact might be assessed and if this is undertaken the Council would be willing to review its decision provided that the model was truly representative of the proposed installation.

782 Development at The Brambles (Application No 19/2002/007)

Amended proposals had been submitted clarifying the position of the proposed garage and hard standing, and reducing the height and pitch of the roof. The Council was also made aware of representations made by local residents

RESOLVED:- That TDBC be informed that the Council still has concerns over the potential business use of the garage, and that if it is minded to grant planning permission it should consider imposing a relevant condition restricting the use of the building to a private garage.

783 Development adjacent to Beauchamp Bungalow (Application No 19/2002/008)

The Council considered this application to erect a dwelling and enlarge the existing garage on land adjacent to Beauchamp Bungalow. Planning permission already existed for a new dwelling, but the current proposal was for a larger dwelling.

 

RESOLVED:- That TDBC be informed that the Council has no objection in principle to the proposal, but would wish the following factors to be considered

1) the proposed access to the new dwelling is that originally provided as a replacement for the original access to Beauchamp Bungalow, (which was considered to be in a dangerous location), and the Council should secure that satisfactory access to the Beauchamp Bungalow is retained

2) the stone and brickwork in the new dwelling should match that in the adjacent dwellings

3) the new property and the garage need to be screened from the road and conditions need to be imposed retaining the existing hedge, which should be protected during building works.
