HATCH BEAUCHAMP PARISH COUNCIL

Minutes of an extraordinary meeting of the Hatch Beauchamp Parish Council held in the Village Hall on Wednesday 5 December 2007 at 7.00pm. 

Present:- Mr Fowler (in the chair), Mrs R Gould, Mrs P Kent, Messrs Downie, Graham, Green, Hounsell and Parsons.

1494 Declarations of interest
            Mr Hounsell declared a prejudicial interest in minute 1495.

1495 Land bordering Home Orchard – potential for development
            Members of the public were present at the meeting and at the invitation of the chairman were invited to make their views known on a presentation recently made by Summerfield Homes on a proposal to provide 22 affordable homes on land bordering Home Orchard.  Mr Williams explained his understanding of the TDBC planning policy on exception sites in rural areas to meet local housing need for affordable housing.  Mr Hounsell made a statement and having declared his interest then left the meeting.
            The Council then proceeded to consider how to respond to the proposals.

RESOLVED that whilst reserving its position on such matters as traffic, sustainability and general planning policies,
1) as a preliminary issue Summerfield Homes be asked for a copy of the survey or other evidence supporting the need for 22 affordable dwellings
2) TDBC as Planning Authority be asked to clarify the application of the Rural Local Needs Housing Policy to land in Hatch Beauchamp and this site in particular
3) TDBC as Housing Authority be asked for clarification of the support given to developments of this nature and the nature of the evidence of need used to justify such support

and that replies be sought by mid-January
